Primary attack power indicates how much damage a unit's Primary Attack will do, before resistance are calculated.
A Balrog's Primary attack power is 120,000. 1 Balrog will inflict 120,000 damage max to a unit with 0 resistance to it's Primary Attacktype, ingoring the penalties of Accuracy and Dodge.
